Talk to whoever placed the order who has ever bought branded hard hats and then found the hats were unsuitable, and the root of it is very nearly always identical: nobody established who would actually wears the hats, and where.
As a leading supplier of branded hard hats, we keep every order simple and easy. The following walks through custom hard hats.
PPE or Presentation
Every subsequent decision follow out of that one answer. Any hat going at a live construction site remains PPE first, and it needs to be certified for site use irrespective of the artwork has been printed across the front. A hat used for a photograph, presented as a gift, or set on a shelf answers to a different purpose entirely: it needs got to photograph well and survive being kept, not a falling object. Decorative hard hats made purely for presentation should never be sold as being certified PPE, and anyone specifying the two needs to specify each on separate lines.
